Dalston Parish Council Meeting Tuesday 13th January 2009
PUBLICATION SCHEME – Under the Freedom of Information Act Dalston Parish Council adopted the new Model Publication Scheme as required by the Information Commissioner, at the meeting held on 9th December 2008. It was resolved; that the Parish Council would publish the necessary documents either on the website or make them available in hard copy as applicable. The Guide to Proactively Published Information available to the Public will be publicised on the Dalston website www.dalston.org.uk and in the magazines.

PLANNING APPLICATIONS – The Parish Council at the meeting held on 13th January 2008 agreed to make the following submissions to Carlisle City Council planners:

08/1191 The Kingswood Educational Centre, Cumdivock – conversion of the existing range of buildings together with minor extensions to provide 10 live-work units; erection of car ports; the alteration of access ways; the provision of visitors’ car parking spaces; landscaping following removal of mounds surrounding the quad bike track and removal of other earthworks and apparatus associated with existing activities.
The planning application was approved in general, but with comments to be taken into consideration when determined. The main concern was with regard to extra traffic generated on a highway which was already damaged by the level of vehicles travelling on that route, as well as by the previous use of the site. It was also felt that the development could add to the pressure of vehicles parking in the centre of Dalston to visit the services. It was questioned as to whether there was any mechanism for attracting funding for highway repairs in addition to planning gain to Rural Wheels. Assurance was required that legal constraints would be in place to restrict new build development on the open ground of the application site. It was hoped that there would be a management agreement instigated regarding sewage treatment and waste disposal on the site.

 

Plans for New Co-op Building at Glave Hill - 28 Dalstonians attended the meeting in order to give their reactions to a planning application by JJ Lattimer for the the relocation and development of a new convenience store for the Dalston Co-op. The Parish Council requested an extension of their statutory 21 day consultation period in order to allow for a public meeting and further consideration by the PC at its February meeting.

DOG FOULING – It is an offence to allow your dog to foul in public places. This is particularly offensive on pavements and areas heavily frequented by pedestrians. It is also not acceptable in the Churchyard and Cemetery, in playing field areas, on the cycle path and footpaths in the built up area, especially between the railway station and Carlisle Road. The Green, although let for agricultural grazing, is available for residents and visitors to enjoy for many different recreational purposes. If you take your dog for exercise on the Green please ensure that you ‘scoop the poop’ as in other areas, so that everyone can make use of this lovely facility without having to watch where they put their feet. Dog fouling is a particular health hazard, especially for children. Carlisle City Council does not have a special dog bin emptying service, but you can deposit wrapped waste in the litter bins provided in Dalston. Please do your bit to keep the Dalston environment in an acceptable condition – thank you.

VOLUNTEERS – We are very fortunate to have many volunteers in Dalston Parish who are unsung heroes. They pick up litter, dog fouling, sweep pavements, weed gutters, tend to flowerbeds in the Churchyard and Recreation Ground, plant up tubs, window boxes and the Lamp, water and care for the lamppost planters in the summer and look after the railway station platform area and Jubilee garden. Small jobs just magically happen and a big THANKYOU is due to every one of you.
