Notes from the October 2008 Parish Council Meeting - Agenda

The Policy and Resources Committee reviewed the Dalston Parish Plan 2005 – 2015 at a recent meeting. A number of the actions highlighted had been achieved or were ongoing. The new Recreation Centre had been completed, the Police Post was established in St Michael’s School, the Station access had been improved and the Festival had successfully taken place for three years. Actions in progress were work with Cumbria and Carlisle Councils on The Square regeneration, with time limited parking and additional parking elsewhere, public transport issues, the search for suitable premises for a static library and Parish office, adoption of Dalston Design Statement as a supplementary planning document, river bank erosion prevention measures and on-going cooperation with the schools, youth groups and businesses as well as other lesser priority issues.

At the October meeting the principal of introducing a community Speed Watch Scheme to Dalston was discussed. This is expensive to set up, but the cost could be shared with other Parishes if they were willing to join in the scheme. If you were interested in being involved as a volunteer operator of a speed gun then please advise the Clerk.

Parish Council representatives attended a site visit and spoke at the Development Control Committee meeting against the Caldew School planning application for an extension to the buildings on the road side for music practice rooms and alterations to the bus lane parking arrangements. The objections raised were mainly in connection with traffic and parking safety problems in the schools area, as well as noise issues. The application has been approved, with conditions imposed to restrict use of the music rooms from 8am until 6pm, for the landscaping scheme to be undertaken and for all buses to turn on the school site and leave in a forward direction. An amended traffic order is being implemented to assist with parking regulation. It has also been suggested that the Parish Council meets with representatives from Cumbria Highways, Carlisle City Council, Police and the Schools to discuss better regulation and enforcement in the area. Many of the problems could however be alleviated by more responsible and safer parking of vehicles by parents and other visitors to the schools – your cooperation would be appreciated. Concerns have been raised regarding overgrown shrubs and trees on private properties obscuring street lights and blocking public footways. Please could you ensure, in the interests of pedestrian safety that any overhanging branches causing problems are removed during the winter months.

The Remembrance Sunday service in St Michael’s Church on 9th November 2008 will commence at 10am followed by the Act of Remembrance at the war memorial. The Caldew Detachment Cumbria Army Cadets and probably the uniformed youth groups will parade from the Victory Hall to the church. Any veterans, serving members of the forces or other representatives would be welcome to join the parade.
